He served as a university assistant at the Institute for Constitutional and Administrative Law at the University of Vienna under Univ.-Prof. Dr. Rudolf Thienel, now President of the Austrian Administrative Court.<br \/>He earned his doctorate with a thesis on the liberalization of infrastructure networks from a European, constitutional, and administrative law perspective.
